Programme ART GOLD Morocco

Launched in 2007, the Programme ART GOLD Morocco is part of the ART Initiative – Support to territorial networks and Thematic of Human Development.

Aimed at reinforcing the national and local capabilities in function of the needs,  the Programme ART GOLD Morocco supports the starting of a process of strategical planning of the local programme (participation, diagnostic, formulation, execution and evaluation).

Its initiation has valorised the Regions by means of the reinforcement of the capabilities, the promotion of the concentration and of the coordination at a planning and management level of the actions of local development, and thus favouring the establishment of durable partnerships of the local Moroccan collectivises with foreign ones.

The principal axes supported by the Programme ART GOLD Morocco are the following:

  • Governance and decentralisation
  • Local Economy
  • Social Services
  • Environment
  • Gender (Transversal approach)

Objectives

  • To promote democratic governance at a decentralised level by means of the adoption of a participative approach in the programming of local development and the management of the resources derived from the international cooperation.
  • To support the Governments and the local actors (public and private) in the launching of the decentralization process and the participative development integrated at a Regional level, to reinforce the capabilities of the frames of reference and of the  elected, for the formation in local planning of development, setting up of projects, gender and, follow up and evaluation.
  • To harmonise the action of the International Cooperation actors which operate in the Regions of the country.

Levels of Action

The strategy of the ART GOLD Morocco Programme is based on action at three complementary levels: the National , the Regional/local and the International level.

National Level:
The National Committee of Coordination is the decision making body of coordination which brings together the key institutions of development. It is in charge of the general strategy of the programme, of arranging the concordance with the politics of the country, of the programme coordination with the other similar initiatives as well as being responsible for the orientation and articulation of the actions between the different levels of decentralisation.

Regional/Local Level:
The Regional Working Groups (RWG)are the fundamental bodies of coordination at a Regional level. They constitute the efficient tool in the process of participative planning. The RWG benefit formations in the sectors of local planning, setting up of projects, and for the follow up and evaluation. The Programme equally supports the existing structures of coordination. Therefore, the Regional Working Groups (RWG) have been created at a Provincial level, taking into account the committees of the INDH (National Initiatives for Human Development) already active in each Province

International Level:
The ART initiative encourages the exchange of theoretical knowledge and practices, in applying the ART GOLD Morocco Programme actors in the different events and debates organized at an international level, with the aim of favouring mutual learning and the development of durable relations amongst the partners. Additionally, the ART initiative enables the Programme with the specialized resources necessary for reinforcing the function of the programme structures.
